League Organization and Position Responsibilities

Officer/Directors: The eight officers of the league shall consist of a Commissioner, Associate Commissioner, Secretary and five Directors individually and primarily responsible for overseeing all functions of Marketing/Publicity, Finance and Records, Player Personnel, Facilities, and Rules; and any other subsequent responsibilities as the officers may determine necessary. The league organization, annual budget, policies, guidelines and rules shall be established and/or amended as necessary by a majority vote of the officers. A quorum shall consist of at least five board members and each officer shall have one vote with the Commissioner having the final authority for decision in case of a split vote.

Position Responsibilities:

COMMISSIONER: The league Commissioner shall be the chief executive officer of the league and, subject to the control of the officers/directors, shall have general charge and supervision of the affairs of the league. The commissioner’s primary responsibilities and focus shall involve overseeing the administrative functions of the league, including organization; long-range planning; equipment purchasing; budget and financial matters; web site contents; and publicity, marketing, corporate sponsorships and advertising efforts; with all field operation responsibilities delegated to the Associate Commissioner. The Commissioner shall preside at all meetings of the officers/directors.

ASSOCIATE COMMISSIONER: The Associate Commissioner shall provide assistance and support to the Commissioner with primary responsibilities to oversee the league field operations including team managers and player personnel; procuring and management of the facilities; the player draft system and pool player assignments; development and understanding of playing rules; and selection, scheduling and evaluation of league umpires. This position will also be responsible for executing the duties of the Commissioner during his absence or in the event of the Commissioner’s inability to act.

SECRETARY: This position shall be directly responsible for receiving player registration forms, recording and maintaining computerized records and listings of all current and former league members including all information compiled from individual player registration forms and other sources. This position shall also be responsible for recording and maintaining proceedings of all officer/director meetings. All information must be current and maintained in a database that is easily accessible and may be electronically sorted in various fields for review by the league officers at any time.

FINANCE & RECORDS: The Director Finance shall be the chief financial and accounting officer of the league and, with assistance from the Manager Purchasing & Inventory, and Manager Scheduling & Statistics, shall oversee the financial affairs, budget preparation, purchasing and inventory of all league equipment and apparel, and league scheduling and statistics. This position shall be responsible for the financial affairs of the league including receipt and recording of all funds, prompt payment of invoices due, and shall maintain complete, current and accurate computerized records thereof. The position shall also be responsible for preparing a preliminary detailed annual budget of estimated income and expenses on or before October 31st, and accurate computerized records of all operating income and expenses incurred during each calendar year compared to the approved annual budget. All information must be current and maintained in a database that is easily accessible and may be electronically sorted in various fields for review by the league officers at any time.

RULES: The Director Rules shall establish and oversee a competent team of qualified players who will be classified as a Rules Associate and serve as a member of the Rules Council and be responsible to (1) thoroughly review, question, understand and evaluate all current senior softball rules and (2) provide in writing to the Associate Commissioner recommendations for any rule changes, additions or deletions that they mutually agree upon which in their opinion will result in the betterment of Nebraska Senior Softball. This position shall also be responsible to secure and schedule officially sanctioned association umpires to officiate each game and ensure they are provided a complete copy and fully understand and apply all of the current Nebraska Senior Softball Rules to game situations.

RULES ASSOCIATE: The league Rules Associates shall serve as a member of the Rules Council under the direction and guidance of the Director Rules and be responsible to thoroughly review, question, understand and evaluate all current senior softball rules. Each Rules Associate may also serve as a Pool Player coordinator with a schedule established so that one representative will always be available prior to the start of each game for drawings and assignment of temporary pool players to teams as necessary, in accordance with current Pool Player Rules and Guidelines.

PURCHASING & INVENTORY: This position shall be responsible for soliciting competitive bids on or before April 1st from at least three local and three national sporting goods suppliers of uniforms, softball equipment and other accessories, and necessary screen printing services, not to exceed amounts authorized in the current annual budget. Purchase orders shall be awarded based on quality, price and on-time delivery prior to the start of league play. This position shall be responsible for personally receiving and inspecting all merchandise ordered to ensure each item is satisfactory and complies with the order, and subsequent delivery of items to team managers. This position shall also maintain a current computerized inventory of all available league equipment and apparel in storage and issued to each team.

FACILITIES & SCHEDULING: The Director Facilities & Scheduling shall be responsible for jointly working with the respective park Recreation Superintendent to ensure that the softball field(s) and facilities used for league play are consistently maintained in a safe condition and all bases and layout of the diamond marked according to senior softball playing field dimensions. This position shall be responsible for coordinating and working with team managers to ensure that the NSS scoreboards, scoring plates and strike zone mats are properly in place prior to the start of the first game and returned to storage after completion of the last game. This position shall be responsible to ensure that the batter’s box is properly maintained to league standards and all field lights are turned on and off when necessary. The facilities director shall be responsible for ensuring that all team managers and players will have access to the Rain Out hotline when games are canceled or, if not, they will be notified of game cancellations a minimum of one hour prior to the scheduled start of games. This position shall be directly responsible for preparing and updating League Schedules for each team for the entire season at least five days prior to the start of the season. The League Schedule shall be prepared and maintained in a suitable consistent format and submitted to the Manager Website for publishing.

MARKETING & PUBLICITY: The Director Marketing & Publicity shall be responsible for developing a team of volunteer associates who are willing to making contacts with local and national corporations and businesses to help support Nebraska Senior Softball as we continue our plan to promote and expand senior softball in Omaha and numerous cities and communities throughout Nebraska. The various benefits and annual costs to sponsor a league and/or tournament team, or to place an advertisement on our website at NeSeniorSoftball.com , for a one year period are listed on our website by clicking Sponsors/Advertisers. This position and associates shall also be responsible for contacting and working with sport’s personnel in all areas of the news media including the Omaha World Herald, many state wide newspapers, Cox Communication, television stations, local radio stations and broadcasting companies (such as ESPN and FOX sports networks), the Omaha Royals and other media companies.

MARKETING/PUBLICITY ASSOCIATE: Marketing/Publicity Associates shall be responsible for working with and assisting the director in making contacts with local and national corporations and businesses to promote Nebraska Senior Softball.

WEBSITE: The manager of our website, NESeniorSoftball.com , shall be responsible for preparing, accepting and reviewing new documents, as well as updating and maintaining existing documents, coordinating and obtaining information submitted by directors and managers, and capable of publishing all documents on the website. The manager shall be creative and be familiar with requirements for website design and maintenance.

PLAYER PERSONNEL: The Director Player Personnel, in conjunction with support and recommendations from Team Managers, shall be responsible for overseeing, coordinating and recording the skill/ability evaluation of each league player prior to the Player Draft on or about April 20th. This position, with guidance and support from the Associate Commissioner, shall be responsible for organizing and conducting the Player Draft in a manner consistent and agreeable to the majority of all Team Managers and approved by the Associate Commissioner. In addition, the Director will interview players, prepare player profiles and conduct periodic player survey questionnaires to give all players an opportunity to express their personal likes, dislikes and suggested changes concerning league operations. A current Team Manager may not serve in the capacity as Director Player Personnel.

TEAM MANAGER: Each team manager shall be responsible for the team’s actions on the field, and to represent the team in communication with the umpire and the opposing team. In addition to the usual duties, the manager shall be responsible for the conduct and sportsmanship of his team members in accordance with league policies, guidelines and rules and above all, he shall at all times demonstrate an exemplary model of sportsmanship for members of his team to respect and follow.

UMPIRES: The Umpires assigned to work our games are considered representatives of our League and as such are authorized and required to enforce each and every section and part of the Official Rules. Umpires have the power and should use it with discretion, to request a manager, coach or player to do or to omit to do any act which in their judgment is necessary to give force and effect to one and all of the Rules, and to inflict necessary penalties. The Umpire’s responsibilities extends to all parts of the field and his duties and jurisdiction encompass all those duties normally covered when more than one Umpire is assigned. While stationing himself behind the catcher, to call balls and strikes, and moving out on batted balls, he may and shall take any position on the field, which will in his judgment enable him to best discharge his various duties. The Umpire also has the responsibility to move the games along as fast as possible, especially minimize wasted time between games and during games, by starting on time and encouraging the players to hustle on and off the field between innings. The Umpire shall reverse no decision, involving his judgment, except if he is convinced he was in error. The best Umpires know and enforce the rules, hustle while covering each play, and handle difficult situations, with ease and diplomacy.
